Third EMBRACE plenary meeting in Vienna

The third Plenary Meeting of the EMBRACE, which took place in Vienna, Austria, on Tuesday 17 March 2026 in the headquarters of project parter Austrian Red Cross (ARC), marked a pivotal moment in the project’s trajectory, bringing partners together for a day of focused exchange, critical reflection and forward-looking planning. As the project approaches its mid-term phase, the meeting provided an essential opportunity for the consortium to take stock of progress, refine priorities and ensure alignment across workstreams.

Discussions centred on advancing Europe’s preparedness for biotoxin threats, a challenge that sits at the intersection of science, policy and operational response. Partners shared updates on ongoing activities, highlighting both technical achievements and emerging gaps. These exchanges underscored the complexity of building effective preparedness frameworks in a rapidly evolving threat landscape, where uncertainty and time pressure are constant factors.

At the same time, the plenary reaffirmed one of EMBRACE’s core principles: preparedness cannot be developed in isolation. It depends on sustained collaboration, the integration of diverse expertise and the willingness to challenge assumptions through dialogue. By bringing together stakeholders from across disciplines, the meeting created a space not only for coordination but also for constructive scrutiny and shared learning.

Looking ahead, attention now turns to the tabletop exercise (TTX), which will put many of these discussions into practice. Designed to simulate realistic crisis scenarios, the TTX will test existing approaches, reveal operational gaps and provide valuable insights for strengthening response mechanisms.

The energy and clarity of purpose in Vienna have set a strong foundation for this next step. With a shared understanding of both progress made and challenges ahead, the consortium moves forward with renewed focus and ambition.
